Agreement on Environmental Cooperation Between the Government of Canada and The Government of the Republic of Costa Rica Get Acrobat ReaderPREAMBLETHE GOVERNMENT OF CANADA and THE GOVERNMENT OF THE REPUBLIC OF COSTA RICA: CONVINCED of the importance of the conservation, protection and enhancement of the environment in their territories and the essential role of cooperation in these areas in achieving sustainable development for the well being of present and future generations;REAFFIRMING the sovereign right of States to exploit their own resources pursuant to their own environmental and development policies and their responsibility to ensure that ray ban 3016 activities within their jurisdiction or control do not cause damage to the environment of other States or of areas beyond ray ban rb4147 the limits of national jurisdiction;FURTHER REAFFIRMING the Stockholm Declaration on the Human Environment of 1972 and the Rio Declaration on Environment and Development of 1992;ACKNOWLEDGING the growing economic, environmental and social links between their countries through the creation of a free trade area;RECALLING that Canada and Costa Rica share a commitment to pursue policies which promote sustainable development, and that sound environmental management is an essential element of sustainable development;NOTING the existence of differences in their respective natural endowments, climatic and geographical conditions, and technological and infrastructural capabilities;FURTHER NOTING the existence of differences in their respective socio economic conditions and legal systems;ACKNOWLEDGING the importance of transparency and public participation in the development of environmental laws and policies;RECOGNIZING that it is inappropriate to relax environmental laws in order to encourage trade;EXPRESSING their shared desire to support and build on international environmental agreements through cooperation between the Parties;HAVE AGREED as follows:PART ONE OBJECTIVESARTICLE 1ObjectivesThe objectives of this Agreement are to:ARTICLE 2Levels of ProtectionRecognizing the right of each Party to establish its own levels of domestic price of ray bans environmental protection and environmental development policies ray ban repair and priorities, and to adopt or modify accordingly its environmental laws, each Party shall ensure that its laws provide for high levels of environmental protection and shall strive to continue to improve those laws. Where several questions are received on the same topic the Party may provide a combined response.ARTICLE 12NotificationA Party may notify the other Party of, and provide to that Party, any credible information regarding possible violations of, or failures to effectively enforce, its environmental laws, specific and sufficient to allow the other Party to inquire into the matter.
ARTICLE 15Private RightsNeither Party may provide for a right of action under its law against the other Party on the ground that the other Party has acted in a manner inconsistent with this Agreement.ARTICLE 16Protection of InformationThe Parties shall provide any information required pursuant to this Agreement unless the release of that information would be prohibited or exempted from disclosure under their respective laws and regulations, including those concerning access to information and privacy.ARTICLE 17Relation to Other Environmental AgreementsNothing in this Agreement shall be construed to affect the existing rights and obligations of either Party under other international environmental agreements, including conservation agreements, to which such Party is a party.
