"The [community services] directorate is developing a clear communication plan that will enable greater communication between all parties in the adoption process," Ms Stephen Smith said. "Greater communication is a simple yet significant improvement to understanding timeframes in the domestic adoption process in the ACT." The government has also promised to explore whether to introduce integrated birth certificates that reflect both birth and adoptive parents.

Ms Carter said having integrated birth certificates could help speed upconsent from birth parents. "If the birth certificate is going to change that's a stronger severancethan if you have an integrated birth certificate with both sets of parents. It should make getting consent easier," Ms Carter said.
